A football wrapped up in spikes and rigged to a chain like a mace was a bleak reminder of the budget cuts that the Joe's were facing during the Regan Administration. While a lot has transpired over the course of the past quarter-century, the Joe team is still going strong, and occasionally picks up a member from an unlikely source.
